Foundation by Konstantinos IX of School of Law: appointment of Ioannes Xiphilinos as nomophylax

Summary:
After his victory over the Rus', Konstantinos IX turned to care of the state. At the suggestion of Ioannes Mauropous, he founded a school of Law and appointed a nomophylax (guardian of the law) at its head. The emperor issued a decree appointing Ioannes Xiphilinos as nomophylax, and made him proedros and senator. The new school was founded within the compound of Saint Georgios at Mangana
